About Programme

Cluster Development Programme (CDP)

The Ministry of Agriculture and Farmers Welfare (MoA&FW), Government of India announced the Revised Cluster Development Programme (CDP) on 31-Dec-2024. CDP is a central sector programme implemented by the National Horticulture Board.

The Programme aims to achieve holistic growth and development of horticulture clusters to make them globally competitive. CDP is designed to leverage geographical specialisations and promote integrated and market-led development.

The cluster development approach facilitates the horticulture sector in realising suitable economies of scale in production and post-harvest activities. It helps in better price realisation and empowerment of the farming community.

The revised approach addresses various supply issues like high quality planting material, soil health management, adoption of Good Agricultural Practices (GAP) and innovative technologies.

Programme Framework

Two distinct pathways designed for comprehensive agricultural development

Multi Commodity Cluster
Part-A

Multi Commodity High Value Cluster

Focus Crop: Clearly identified focus horticulture crop with additional crops to enhance agricultural diversity and productivity.

Farm Gate Value: Minimum annual FGV of identified focus crop must be no less than INR 100 Crores.

Geographic Scope: Land should be contiguous to the extent possible. Limited to maximum of 3 adjoining contiguous districts.

Objective: Facilitates economies of scale, better price realisation, and increased competitiveness across the entire value chain.
Peri Urban Cluster
Part-B

Peri Urban Vegetables Clusters

Scheme Overview: Peri Urban Vegetable Clusters (PUVC) is a Central Sector Scheme running for five years, . aimed at developing vegetable production within 50–100 km of major urban centers

Location: Development of urban and peri-urban vegetables within 50-100 km vicinity of urban centers.
🥔
Focus: Aims to mitigate price volatility in fruits & vegetables including TOP crops (Tomato, Onion, Potato).
📊
Phased Implementation: Phase 1: Cities 15+ lakhs population. Phase 2: 10+ lakhs. Phase 3: Up to 10 lakhs (2011 Census).
